PVE stands for Player versus Environment. In this format the source of challenge is not other players but the Minecraft world itself: hostile mobs, raids, bosses like the Wither and the Ender Dragon, dangerous structures and survival as such. PvP (combat between players) is usually disabled or strictly limited by the rules, so no one will destroy your base or kill you for your loot.
PVE is not a separate game mechanic but a server format set by rules and plugins. Technically it is almost always combined with territory protection (claims) and a calm economy, so it appears on projects with Spigot, Paper and Purpur cores. The key difference between PVE and ordinary survival is the guarantee of safety from other players: here you are not griefed or killed, and this is enforced by the rules, not just by how far your base is hidden.
How PVE differs from PvP and anarchy

How PvP is disabled
On most PVE servers damage between players is simply switched off at the core or plugin level — you physically cannot harm another person. Some projects make a hybrid: PvP is off in the open world but available in special arenas or by mutual consent through a duel command. What to do on a PVE server
