A claim is territory protection on a server: a player declares a plot their own, and outsiders cannot break, build or open chests there. It is implemented with plugins such as GriefPrevention, Lands or Towny. A server without claim does not use such plugins for players: there are no protected regions, and the whole world is open to everyone. This returns the game to its original state, where the safety of buildings depends not on a plugin but on how well you have hidden your base.
It is important to understand: the absence of claim is not the same as anarchy. On a server without claim there may well be rules against cheats and griefing, with anti-cheat and moderation in place — it is just that you cannot "stake out" territory with a plugin. The logic of such projects is simple: trust players and do not hide behind protection, but ban offenders by hand. These concepts are often confused, but they differ. A server without claim is above all the absence of territory protection; rules against cheats and griefing may still apply. Anarchy is the complete absence of rules: griefing, raids, dupes and even cheats are allowed, with no bans or moderation. A grief server declares the destruction of others' buildings as part of the gameplay. In other words, on a server without claim you can play fairly but without "staked-out" land; anarchy removes all restrictions; grief makes destruction the goal.
