A claim is territory protection on a server: a player declares a plot their own, and outsiders cannot break, build or open chests there. It is implemented with plugins such as GriefPrevention, Lands or Towny. A server without claim does not use such plugins for players: there are no protected regions, and the whole world is open to everyone.
