RPG (role-playing game) on a Minecraft server is a format where role-playing mechanics are layered on top of the normal game: character classes and levels, skill points, custom mobs and bosses, items with attributes and story quests. Instead of the single shared goal of "survive and build", you develop a specific hero — a warrior, mage, archer or one of the classes the server's developers came up with.
RPG is not part of vanilla Minecraft but a server layer made of plugins. So such projects run on Spigot, Paper and Purpur cores, which support plugins for classes, levels, custom mobs and quests. Three formats with similar names differ in essence. An RPG server adds role-playing mechanics through plugins on top of the normal client — you can join without mods. A modded RPG delivers the same ideas through a modpack, so it requires installing a build and a compatible client. Roleplay (RP) is about something else entirely: acting out a role and interacting with other players by the rules, not character progression and classes.
